Narrative:

Small transport aircraft was operated from rockland, me (rkd) to boston, ma (bos). I acted as the first officer of this flight. The flight left rkd at xx local time and arrived in bos approximately xx plus 1 local time. The WX was VMC, and the flight was conducted under VFR 5-10 mi off shore. At the time we passed P-67 we were operating at 1400 ft. We climbed to 2500 ft when approaching the boston area, contacted boston approach, and received clearance to enter the boston TCA. Boston reclred us for a visual approach. Once on the ground, boston tower requested that we phone them. The PIC phoned and was told to phone portland approach (pwm). The PIC called portland and spoke to pwm controller who informed him that controller thought we had entered an expanded P67 prohibited area. Said controller showed us on radar at 1200 ft and 3.5 mi from P67. Controller said this situation would be reported. The PIC told controller he had checked the NOTAMS and there were none pertaining to P67. Controller asked him to hold while controller checked on this. When controller came back to the phone, controller admitted that the expansion of P67 was not indicated in the NOTAMS. Controller said would now have to call the airports surrounding portland, such as sanford and biddeford, to notify them that P67 has been expanded and is 'active'. I have enclosed a copy of the special use airspace table from the new york sectional chart. Please note that P67 is a 1 mi radius up to 1000 ft. I have also enclosed the NOTAMS available to us at the time of this situation. Again, please note that P67 is not mentioned. Based on this information, any pilot would have believed (as we did) that they were well clear of P67. This indicates to me that there has been a lapse in the responsibilities of the FSS personnel to make NOTAMS available to pilots in time to make compliance possible. To correct this problem, NOTAMS should be disseminated in a more timely fashion.

WE CLBED TO 2500 FT WHEN APCHING THE BOSTON AREA, CONTACTED BOSTON APCH, AND RECEIVED CLRNC TO ENTER THE BOSTON TCA. BOSTON RECLRED US FOR A VISUAL APCH. ONCE ON THE GND, BOSTON TWR REQUESTED THAT WE PHONE THEM. THE PIC PHONED AND WAS TOLD TO PHONE PORTLAND APCH (PWM). THE PIC CALLED PORTLAND AND SPOKE TO PWM CTLR WHO INFORMED HIM THAT CTLR THOUGHT WE HAD ENTERED AN EXPANDED P67 PROHIBITED AREA. SAID CTLR SHOWED US ON RADAR AT 1200 FT AND 3.5 MI FROM P67. CTLR SAID THIS SITUATION WOULD BE RPTED. THE PIC TOLD CTLR HE HAD CHKED THE NOTAMS AND THERE WERE NONE PERTAINING TO P67. CTLR ASKED HIM TO HOLD WHILE CTLR CHKED ON THIS. WHEN CTLR CAME BACK TO THE PHONE, CTLR ADMITTED THAT THE EXPANSION OF P67 WAS NOT INDICATED IN THE NOTAMS. CTLR SAID WOULD NOW HAVE TO CALL THE ARPTS SURROUNDING PORTLAND, SUCH AS SANFORD AND BIDDEFORD, TO NOTIFY THEM THAT P67 HAS BEEN EXPANDED AND IS 'ACTIVE'. I HAVE ENCLOSED A COPY OF THE SPECIAL USE AIRSPACE TABLE FROM THE NEW YORK SECTIONAL CHART. PLEASE NOTE THAT P67 IS A 1 MI RADIUS UP TO 1000 FT. I HAVE ALSO ENCLOSED THE NOTAMS AVAILABLE TO US AT THE TIME OF THIS SITUATION. AGAIN, PLEASE NOTE THAT P67 IS NOT MENTIONED. BASED ON THIS INFO, ANY PLT WOULD HAVE BELIEVED (AS WE DID) THAT THEY WERE WELL CLR OF P67. THIS INDICATES TO ME THAT THERE HAS BEEN A LAPSE IN THE RESPONSIBILITIES OF THE FSS PERSONNEL TO MAKE NOTAMS AVAILABLE TO PLTS IN TIME TO MAKE COMPLIANCE POSSIBLE. TO CORRECT THIS PROBLEM, NOTAMS SHOULD BE DISSEMINATED IN A MORE TIMELY FASHION.
