Narrative:
I was stuck on block island after a hurricane. I was also due to report for work that night on the mainland. After discussing with my chief pilot, I departed 3ID airport even though it had been notamed closed. The hurricane had passed through and the WX was good VFR with gusty winds. My question is that although an uncontrolled airport is notamed closed, if the runway is clear and all regulations are obeyed with, is it legal to depart? I decided that it was both safe and legal to depart since a NOTAM is not a regulatory rule. Furthermore, the airport is uncontrolled and it is the pilot's responsibility to determine the safety of the operation.

Title: GA SMA MADE A TKOF FROM A CLOSED ARPT. THE ARPT WAS NOTAMED CLOSED.
Narrative: I WAS STUCK ON BLOCK ISLAND AFTER A HURRICANE. I WAS ALSO DUE TO RPT FOR WORK THAT NIGHT ON THE MAINLAND. I DECIDED THAT IT WAS BOTH SAFE AND LEGAL TO DEPART SINCE A NOTAM IS NOT A REGULATORY RULE. FURTHERMORE, THE ARPT IS UNCTLED AND IT IS THE PLT'S RESPONSIBILITY TO DETERMINE THE SAFETY OF THE OP.
