Narrative:
Cleveland center said company xyz go to 25. I read back leaving FL280 to FL250 at 27500. He said company xyz go back to FL280. We climbed back immediately to FL280 and then he said I wanted you to slow to 250 KTS. The problem was improper phraseology and he used it on other aircraft in the same area and he was not always keying his microphone completely.

Narrative: CLEVELAND CENTER SAID COMPANY XYZ GO TO 25. I READ BACK LEAVING FL280 TO FL250 AT 27500. HE SAID COMPANY XYZ GO BACK TO FL280. WE CLBED BACK IMMEDIATELY TO FL280 AND THEN HE SAID I WANTED YOU TO SLOW TO 250 KTS. THE PROBLEM WAS IMPROPER PHRASEOLOGY AND HE USED IT ON OTHER ACFT IN THE SAME AREA AND HE WAS NOT ALWAYS KEYING HIS MICROPHONE COMPLETELY.
