Narrative:
While being vectored for approach to bwi, in-flight visibility was about 3 mi. TCASII alerted 'traffic', then shortly gave RA to 'climb'. I began a climb to about 2900 ft in response to commands on the vertical speed indicator. We saw an small aircraft pass off our right wing at about 2500 ft less than 1 mi. ATC advised that we had 'lost separation' with a helicopter. We never saw the helicopter. The TCASII speaker did interfere with ATC communications. Also, the TCASII screen is shared with the radar screen. We had 10 mi scale selected and found too much time spent heads down trying to interpret TCASII data.

Title: CLOSE PROX ACR-MLG GA-SMA IN BWI ARSA UNDER THE DCA 30 NM TCA VAIL.
Narrative: WHILE BEING VECTORED FOR APCH TO BWI, INFLT VISIBILITY WAS ABOUT 3 MI. TCASII ALERTED 'TFC', THEN SHORTLY GAVE RA TO 'CLB'. I BEGAN A CLB TO ABOUT 2900 FT IN RESPONSE TO COMMANDS ON THE VERT SPD INDICATOR. WE SAW AN SMA PASS OFF OUR R WING AT ABOUT 2500 FT LESS THAN 1 MI.
