Narrative:

Foreign air carrier X landed runway 31R was instructed to exit the runway at taxiway 'B', taxi left on the inner taxiway and contact ground control. Air carrier Z, approaching B on the inner, was instructed to give way to widebody transport Z. Widebody transport X initiated contact with ground control and was again instructed to taxi via the inner and to move away from the runway. At this time cargo aircraft Y was on approximately a 2 mi final. My attention was then diverted to activity on runway 31L. Ground continued to instruct X to move away from the runway with no movement. Even though X was acknowledging the transmissions. When I turned back to runway 31R, the tail of widebody transport X was still over the edge of the runway, and aircraft Y was rolling out towards him. Y passed behind X and remarked 'we missed him.' widebody transport X finally moved. To prevent a recurrence, suggest english lessons for foreign pilots.'

Narrative: FOREIGN ACR X LANDED RWY 31R WAS INSTRUCTED TO EXIT THE RWY AT TAXIWAY 'B', TAXI L ON THE INNER TAXIWAY AND CONTACT GND CTL. ACR Z, APCHING B ON THE INNER, WAS INSTRUCTED TO GIVE WAY TO WDB Z. WDB X INITIATED CONTACT WITH GND CTL AND WAS AGAIN INSTRUCTED TO TAXI VIA THE INNER AND TO MOVE AWAY FROM THE RWY. AT THIS TIME CARGO ACFT Y WAS ON APPROX A 2 MI FINAL. MY ATTN WAS THEN DIVERTED TO ACTIVITY ON RWY 31L. GND CONTINUED TO INSTRUCT X TO MOVE AWAY FROM THE RWY WITH NO MOVEMENT. EVEN THOUGH X WAS ACKNOWLEDGING THE TRANSMISSIONS. WHEN I TURNED BACK TO RWY 31R, THE TAIL OF WDB X WAS STILL OVER THE EDGE OF THE RWY, AND ACFT Y WAS ROLLING OUT TOWARDS HIM. Y PASSED BEHIND X AND REMARKED 'WE MISSED HIM.' WDB X FINALLY MOVED. TO PREVENT A RECURRENCE, SUGGEST ENGLISH LESSONS FOR FOREIGN PLTS.'
