Narrative:
Small aircraft X was VFR practicing on the ILS for runway 20L. When small aircraft X reported the keeley OM, the aircraft was cleared to land. 1 min and 10 seconds later, small transport Y called ready for departure on runway 2R. I scanned the runway and cleared small transport Y for departure on 2R. The aircraft lost separation. The closest they came in my professional opinion was 1000 ft horizontally and 300-500 vertically. The problem was discovered when small aircraft X pilot said 'jesus christ'! No evasive action was taken by either aircraft. I turned myself in an reported to the FAA. Contributing factors: I was told was not contributing. 2 controllers working on shift. Traffic was heavy enough in the previous 2 hours not even to relieve ourselves. Was on position 2 1/2 hours without break, then went to ground control. Was told previous day that I did not make the permanent supervisors position at luk tower (presently temporary supervisor). That it was given to a younger, and I feel less competent controller. Also that the selection was not fair. I was really hurt. Slight headache. Plus I assumed small transport Y was off 20L, hard to tell at the south end because trees obscure about 35 percent of the runway, especially the south end.
