Narrative:
We were accomplishing a rolling takeoff. I pushed the throttles up to the recommended initial position while lining up with runway. It was the first officer's leg, so he took over the throttles and steering. #2 engine was very slow to spool up; the first officer pushed the 'toga' button with #1 spooled but #2 lagging badly. The resulting asymmetrical thrust caused a strong turning moment to the right. With #1 engine still well below takeoff power and #2 spooling, I pulled both to idle and disconnected the automatic-throttles. We then taxied clear of the runway. Tower asked the nature of the problem; I replied that there was no problem, we weren't ready for takeoff. Since power was not set for takeoff, I don't feel this was an aborted takeoff situation per southeast. Since the tower controller asked no further questions, we assumed he concurred. Regardless of my perception of my copilot's level of competence, I will now brief each one on the importance of not pressing 'toga' until both engines are spooled. Supplemental information from acn 188717. Tower cleared us for an immediate takeoff with an aircraft on a 2 mi final. Copilot was very rushed from the start. External airstart first engine is unusual and accomplished by reference to abnormal procedures. Captain failed to comply with company procedures of evenly spooled engines before pressing toga button.

Title: FLC LOST CTL OF ACR MLG WHEN UNEVEN ENG SPOOL UP OCCURRED AS TOGA BUTTON WAS ACTIVATED.
