I feel closer scrutiny should be given to the procedures outlined in the air traffic controller's handbook 7110.65F and airman's information manual (aim) covering intersection takeoffs. If ATC is required to ensure pilots know when they are departing from an intersection the current paragraph 3-107 'intersection takeoff' in the 7110.65F covering intersection takeoffs is vague in its use. The procedures outlined in both of the above mentioned manuals do not allow for the possibility of a pilot initiating an intersection takeoff while taxiing out for departure and not advising ground or local control, or allow for the possibility of a pilot, who is not familiar with the airport, inadvertently taxiing to an intersection for takeoff. In addition, the 7110.65F does not allow for the possibility of a pilot changing frequency before ground control has a chance to approve or inform him/her of the intersection takeoff he/she initiates purposely or unknowingly. Paragraph 3-107 'intersection takeoff' is also vague as to which controller, local or ground, or both, is/are covered by this procedure since the guidelines are located in a section that is primarily used by local control. I feel paragraph 3-107 should remain as is and should apply specifically to local control and a new paragraph should be written to direct ground control as to how to initiate or approve an intersection departure. I recommend a modification to be made to sections 7 and 9 of the 7110.65F.
