Narrative:
I was cleared to descend and maintain FL230 en route to puerto plata on A636. Miami center switched us to port au prince control at albee intersection. Shortly after we checked in with port au prince an large transport Y checked in level FL230 nwbound on A636. Port au prince control informed him that he was only cleared to FL220 and to immediately descend to FL220 and for us to immediately climb to FL240. Port au prince control should be credited with a great save as large transport Y passed directly under our flight. Had other aircraft paid more attention to detail in the non radar environment this never would have occurred.

Narrative: I WAS CLRED TO DSND AND MAINTAIN FL230 ENRTE TO PUERTO PLATA ON A636. MIAMI CENTER SWITCHED US TO PORT AU PRINCE CTL AT ALBEE INTXN. SHORTLY AFTER WE CHKED IN WITH PORT AU PRINCE AN LGT Y CHKED IN LEVEL FL230 NWBOUND ON A636. PORT AU PRINCE CTL INFORMED HIM THAT HE WAS ONLY CLRED TO FL220 AND TO IMMEDIATELY DSND TO FL220 AND FOR US TO IMMEDIATELY CLB TO FL240. PORT AU PRINCE CTL SHOULD BE CREDITED WITH A GREAT SAVE AS LGT Y PASSED DIRECTLY UNDER OUR FLT. HAD OTHER ACFT PAID MORE ATTN TO DETAIL IN THE NON RADAR ENVIRONMENT THIS NEVER WOULD HAVE OCCURRED.
