Narrative:

The WX at our destination was W1 X 1/4 F and visual range was 1000 variable 2600. Forecast was C2 X 1/4 F. The captain said based on RVR (which governs) he interpreted the 1000 variable 2600 (visual range) to be okay to launch. I said I thought it needed to be 1800 or above excluding variable; or we could file to another airport and then check WX en route and go from there. He said that we could do that but he was positive that the variable was a 'combination thereof' of reported and forecast WX and it was good enough. Since we carried enough fuel for the flight plus alternate plus reserve, I felt absolutely no compromise on safety was made. I would appreciate your interpretation on far 135.219 in this case and an overall interpretation of this far.

Title: COMMUTER LTT DISPATCHED TO AN ARPT WHEN WX WAS RPTED BELOW LNDG MINS AND FORECAST TO BE BELOW LNDG MINS AT TIME OF ARR.

I SAID I THOUGHT IT NEEDED TO BE 1800 OR ABOVE EXCLUDING VARIABLE; OR WE COULD FILE TO ANOTHER ARPT AND THEN CHK WX ENRTE AND GO FROM THERE. HE SAID THAT WE COULD DO THAT BUT HE WAS POSITIVE THAT THE VARIABLE WAS A 'COMBINATION THEREOF' OF RPTED AND FORECAST WX AND IT WAS GOOD ENOUGH. SINCE WE CARRIED ENOUGH FUEL FOR THE FLT PLUS ALTERNATE PLUS RESERVE, I FELT ABSOLUTELY NO COMPROMISE ON SAFETY WAS MADE. I WOULD APPRECIATE YOUR INTERPRETATION ON FAR 135.219 IN THIS CASE AND AN OVERALL INTERPRETATION OF THIS FAR.
