Narrative:

I climbed air carrier X to 13000 turning northbound to resume gorman 9 departure off lax. As I was changing air carrier X to burbank approach I saw air carrier Y at 10000. I descended air carrier X to 9000, he was out of 9500 at this time. The aircraft were approximately 2 mi and 500 ft apart. Los angeles has a look and go procedure for gorman 9 departure to climb. The departure controllers must ensure that he is clear of arrs from the north and west of 10000 before he can climb out of 9000. This could be avoided by leaving aircraft at 9000 transferring them to burbank approach and let burbank climb them.

Title: ACR X HAD LTSS FROM ACR Y. SYS ERROR.

Narrative: I CLBED ACR X TO 13000 TURNING NBOUND TO RESUME GORMAN 9 DEP OFF LAX. AS I WAS CHANGING ACR X TO BURBANK APCH I SAW ACR Y AT 10000. I DSNDED ACR X TO 9000, HE WAS OUT OF 9500 AT THIS TIME. THE ACFT WERE APPROX 2 MI AND 500 FT APART. LOS ANGELES HAS A LOOK AND GO PROC FOR GORMAN 9 DEP TO CLB. THE DEP CTLRS MUST ENSURE THAT HE IS CLR OF ARRS FROM THE N AND W OF 10000 BEFORE HE CAN CLB OUT OF 9000. THIS COULD BE AVOIDED BY LEAVING ACFT AT 9000 TRANSFERRING THEM TO BURBANK APCH AND LET BURBANK CLB THEM.
