Narrative:
We were on the blue ridge arrival to dfw, about to turn south to a 170 degree heading for a landing on 35R. The TCASII system issued a climb RA for an aircraft X departing dfw. The aircraft X leveled at 10000 but the TCASII saw the high climb rate just prior to his level off and commanded the climb. I climbed the aircraft to 11500 and then returned to 11000 without further incident.
