Narrative:
Small aircraft X called ground control to taxi, ground control asked local control to cross runway, local control approved crossing, small aircraft X was told to cross runway and taxi to departure runway. Just prior to crossing local control cleared small aircraft Y at other end of runway for takeoff. When taxiing small aircraft X was centerline crossing, departing small aircraft Y was in the air starting right turn out.

Narrative: SMA X CALLED GC TO TAXI, GC ASKED LC TO CROSS RWY, LC APPROVED XING, SMA X WAS TOLD TO CROSS RWY AND TAXI TO DEP RWY. JUST PRIOR TO XING LC CLRED SMA Y AT OTHER END OF RWY FOR TKOF. WHEN TAXIING SMA X WAS CENTERLINE XING, DEPARTING SMA Y WAS IN THE AIR STARTING R TURN OUT.
