Narrative:
After leveling off at FL310, #2 engine started surging and EPR, N1 and N2 started to decrease. Engine ignition was placed to override and engine gradually stabilized at normal power. Flight returned to tpa for precautionary landing. At no time did the engine completely fail. I felt returning to tpa was the best action as we did not know if engine would malfunction again. Supplemental information from acn 190587. Deviating around thunderstorms, en route to dfw in light/mod icing, light/mod turbulence. We proceeded with emergency procedures of ignition override. Engine relit and had normal cruise readings.
