Narrative:
Were given 4000. Intercept localizer and then cleared for ILS approach runway 36L. We were already on localizer waiting for GS to be intercepted when TCASII issued an RA without a TA with a descend command of 23-2500 FPM on vsi. We complied, told approach control and he confirmed there was traffic that passed 1/2 mi behind us. Approach never did issue a TA before the event. We climbed to reintercept the GS and proceeded to land with no incident.
