Narrative:
On descent into phs we were level at 11000 ft, the assigned altitude. About 40 mi from the airport, jacksonville center called traffic at 12 O'clock. I responded that we did not see the traffic. We were then switched to 119.0 pns approach. As we dialed in the frequency we began to receive a warning on our TCASII of approaching traffic. At the moment we checked in we got an RA and followed the instructions to descend. The private aircraft was visually sighted passing over us at 11600 ft. We were probably at this time at 10600 ft. On the ground I talked with the ATC supervisor. He said we did not violate any airspace because he cleared us to 4000 ft as we checked in, but we did not hear the clearance because it was covered by another aircraft radio transmission.

Title: ACR MLG ALTDEV EXCURSION FROM CLRNC ALT IN RESPONSE TO TCASII RA.
Narrative: ON DSCNT INTO PHS WE WERE LEVEL AT 11000 FT, THE ASSIGNED ALT. ABOUT 40 MI FROM THE ARPT, JACKSONVILLE CENTER CALLED TFC AT 12 O'CLOCK. I RESPONDED THAT WE DID NOT SEE THE TFC. WE WERE THEN SWITCHED TO 119.0 PNS APCH. AS WE DIALED IN THE FREQ WE BEGAN TO RECEIVE A WARNING ON OUR TCASII OF APCHING TFC. AT THE MOMENT WE CHKED IN WE GOT AN RA AND FOLLOWED THE INSTRUCTIONS TO DSND. THE PRIVATE ACFT WAS VISUALLY SIGHTED PASSING OVER US AT 11600 FT. WE WERE PROBABLY AT THIS TIME AT 10600 FT. ON THE GND I TALKED WITH THE ATC SUPVR. HE SAID WE DID NOT VIOLATE ANY AIRSPACE BECAUSE HE CLRED US TO 4000 FT AS WE CHKED IN, BUT WE DID NOT HEAR THE CLRNC BECAUSE IT WAS COVERED BY ANOTHER ACFT RADIO XMISSION.
