Narrative:
Flight originated narita airport japan for anchorage, ak. Forecast no indication of heavy snow at time of arrival. Forecast 13 hours prior to actual landing at anchorage. ATIS anchorage airport at time of arrival 300 obscured, 1 mi snow, fog. ATIS information had no information on runway conditions, i.e., braking action or snow on runway, or when runway had been plowed. Asked approach control for braking action and field conditions runway 6R. Braking action fair by previous landing. No mention of depth of snow on runway. Landing rollout normal, braking action fair. Approximately 3 inches of snow on runway. Left flaps down for maintenance to inspect. After parking damaged lower inboard flap found, probably due to compacted snow being slung from tires. Incomplete information available to me on WX and runway conditions from ATIS approach tower. Port authority should have shut down airport earlier to plow runways and taxiways.

ATIS ANCHORAGE ARPT AT TIME OF ARR 300 OBSCURED, 1 MI SNOW, FOG. ATIS INFO HAD NO INFO ON RWY CONDITIONS, I.E., BRAKING ACTION OR SNOW ON RWY, OR WHEN RWY HAD BEEN PLOWED. ASKED APCH CTL FOR BRAKING ACTION AND FIELD CONDITIONS RWY 6R. BRAKING ACTION FAIR BY PREVIOUS LNDG. NO MENTION OF DEPTH OF SNOW ON RWY. LNDG ROLLOUT NORMAL, BRAKING ACTION FAIR.
