Narrative:
Air carrier X, an lga departure was issued a climb and to maintain 15000, expedite through 11000 and fly heading 310 degree. Air carrier Y, an ewr departure climb and maintain 10000, fly 110 degree. Diverging courses used as separation. Air carrier X climbing approximately 3000 FPM was observed through 10200 declared TCASII event and descended back to 9000. Air carrier Y level at 10000 declared TCASII alert climbed 11000.
