Narrative:
Air carrier X on radar vector after climb out from iad heading 130 degree, received TA on TCASII. Aircraft Y in view. Given climb to 15000 ft and heading to 150 by washington approach control. 'RA' alert received on TCASII indicated a min climb of 500 FPM. In my opinion best course of action was to level off as target aircraft Y was climbing rapidly and would pass above and to the left. Told by new york center to contact washington approach control after landing. I was told by supervisor that approach control had taken us 5 mi into bwi departure airspace. In my opinion this was not a near miss and no unusual control inputs were required.

Narrative: ACR X ON RADAR VECTOR AFTER CLBOUT FROM IAD HDG 130 DEG, RECEIVED TA ON TCASII. ACFT Y IN VIEW. GIVEN CLB TO 15000 FT AND HDG TO 150 BY WASHINGTON APCH CTL. 'RA' ALERT RECEIVED ON TCASII INDICATED A MIN CLB OF 500 FPM. IN MY OPINION BEST COURSE OF ACTION WAS TO LEVEL OFF AS TARGET ACFT Y WAS CLBING RAPIDLY AND WOULD PASS ABOVE AND TO THE L. TOLD BY NEW YORK CENTER TO CONTACT WASHINGTON APCH CTL AFTER LNDG. I WAS TOLD BY SUPVR THAT APCH CTL HAD TAKEN US 5 MI INTO BWI DEP AIRSPACE. IN MY OPINION THIS WAS NOT A NEAR MISS AND NO UNUSUAL CTL INPUTS WERE REQUIRED.
