Narrative:
Encountered military (possibly foreign) C-130 traveling wbound that passed 1/2 - 1 NM on left side of our aircraft. Our aircraft was operating as air carrier X flight from atl to fay. ZJX was not in contact with C-130 showing no transponder information. Military aircraft was at FL230, same altitude as our E-120.

Narrative: ENCOUNTERED MIL (POSSIBLY FOREIGN) C-130 TRAVELING WBOUND THAT PASSED 1/2 - 1 NM ON L SIDE OF OUR ACFT. OUR ACFT WAS OPERATING AS ACR X FLT FROM ATL TO FAY. ZJX WAS NOT IN CONTACT WITH C-130 SHOWING NO XPONDER INFO. MIL ACFT WAS AT FL230, SAME ALT AS OUR E-120.
