Narrative:
While flying at 1300 ft MSL on a nwesterly heading, an fgt passed over me. Upon landing at tamiami airport, I was advised to call homestead air force base and ask for the watch commander. He told me that a military fighter had passed over me at less than 100 ft. He also advised me that I was not in violation of any FARS and that I was not in the air traffic area, but that I was close to it. It was explained to me that the fgt was cleared to intercept the localizer and to maintain 1500 until established. Upon intercepting the localizer the fgt started his descent to 1200 ft. It was at this point that he flew over me. This occurred approximately 5.5 southwest of homestead air force base. This near miss has 2 sides to it, although as the controller mentioned, I could have called homestead control tower for advisories, I wonder why the controllers were watching 2 dots come together. Although they were not talking to me, I'm sure they were able to talk to the fgt. I feel that the controller who vectored the fgt to the localizer should have seen my position and warned the fgt.

Title: SMA HAS NMAC WITH FGT ON ILS APCH.
Narrative: WHILE FLYING AT 1300 FT MSL ON A NWESTERLY HDG, AN FGT PASSED OVER ME. UPON LNDG AT TAMIAMI ARPT, I WAS ADVISED TO CALL HOMESTEAD AIR FORCE BASE AND ASK FOR THE WATCH COMMANDER. HE TOLD ME THAT A MIL FIGHTER HAD PASSED OVER ME AT LESS THAN 100 FT. HE ALSO ADVISED ME THAT I WAS NOT IN VIOLATION OF ANY FARS AND THAT I WAS NOT IN THE ATA, BUT THAT I WAS CLOSE TO IT. IT WAS EXPLAINED TO ME THAT THE FGT WAS CLRED TO INTERCEPT THE LOC AND TO MAINTAIN 1500 UNTIL ESTABLISHED. UPON INTERCEPTING THE LOC THE FGT STARTED HIS DSCNT TO 1200 FT. IT WAS AT THIS POINT THAT HE FLEW OVER ME. THIS OCCURRED APPROX 5.5 SW OF HOMESTEAD AIR FORCE BASE.
