Narrative:

Level flight right downwind for runway 23L at kind got a TA at 2 1/2 mi. At approximately 2 mi the TCASII changed to an RA with voice response. First officer disconnected autoplt and climbed to 7400 to resolve conflict while captain advised ATC of deviation. After clear of conflict we returned to 7000 ft. After arrival I called the control room on the telephone and was told that the VFR traffic at 6500 ft was being worked by another controller who had failed to advise my controller. Seems to me you need only 1 controller for a given sector to avoid this sort of thing. It should be noted that another transport 2 mi behind me at 8000 ft received an RA on me when I broke 7000 to avoid conflict ahead of me.

Title: ACR MLG ALTDEV EXCURSION FROM CLRNC ALT IN RESPONSE TO TCASII RA.

Narrative: LEVEL FLT R DOWNWIND FOR RWY 23L AT KIND GOT A TA AT 2 1/2 MI. AT APPROX 2 MI THE TCASII CHANGED TO AN RA WITH VOICE RESPONSE. AFTER ARR I CALLED THE CTL ROOM ON THE TELEPHONE AND WAS TOLD THAT THE VFR TFC AT 6500 FT WAS BEING WORKED BY ANOTHER CTLR WHO HAD FAILED TO ADVISE MY CTLR. SEEMS TO ME YOU NEED ONLY 1 CTLR FOR A GIVEN SECTOR TO AVOID THIS SORT OF THING. IT SHOULD BE NOTED THAT ANOTHER TRANSPORT 2 MI BEHIND ME AT 8000 FT RECEIVED AN RA ON ME WHEN I BROKE 7000 TO AVOID CONFLICT AHEAD OF ME.
