Narrative:
ATC cleared us for any approach at quincy, il, airport and to maintain 3000 ft until established. We were on V-582 when cleared. I gave the captain the instrument approach check and told him to intercept the 7 DME arc which is an IAF for the ILS 4 approach. At 7.2 DME I told the captain we were about to cross the 7 DME arc. The captain then stated we don't need to fly the arc and that we could intercept the localizer on present heading and fly the ILS (we were on a victor airway not a heading). ATC then cancelled radar services at about 6 DME. I told the captain that we could not intercept the ILS, that we had to start the approach at an IAF. The captain would not listen to me. He intercepted the localizer at the OM at 3000 ft, approximately 1000 ft above GS. He then dived the plane at over 2000 FPM to try and catch the GS. We broke out 900 ft AGL still 2 dots above GS and too high to land. The captain then circled to runway 31 and landed. On the ground I talked to captain and he still didn't believe we needed to shoot the full approach procedure.

Title: CAPT FLEW ILS APCH IMPROPERLY.
Narrative: ATC CLRED US FOR ANY APCH AT QUINCY, IL, ARPT AND TO MAINTAIN 3000 FT UNTIL ESTABLISHED. WE WERE ON V-582 WHEN CLRED. I GAVE THE CAPT THE INST APCH CHK AND TOLD HIM TO INTERCEPT THE 7 DME ARC WHICH IS AN IAF FOR THE ILS 4 APCH. AT 7.2 DME I TOLD THE CAPT WE WERE ABOUT TO CROSS THE 7 DME ARC. THE CAPT THEN STATED WE DON'T NEED TO FLY THE ARC AND THAT WE COULD INTERCEPT THE LOC ON PRESENT HDG AND FLY THE ILS (WE WERE ON A VICTOR AIRWAY NOT A HDG). ATC THEN CANCELLED RADAR SVCS AT ABOUT 6 DME. I TOLD THE CAPT THAT WE COULD NOT INTERCEPT THE ILS, THAT WE HAD TO START THE APCH AT AN IAF. THE CAPT WOULD NOT LISTEN TO ME.
