Narrative:
Couldn't accept a visual approach to 8L because of haze and sun angle prevented us from seeing the airport. Approach vectored us for an ILS 8L. At approximately the OM as we were doing the final check, he told us to level at 2500 ft, aircraft at 12 O'clock. As I leveled off we received a TCASII RA to climb. We made the missed approach and were vectored for another approach to a landing. The TCASII gave us good information because I spotted a light aircraft to the left of the nose approximately 400 ft below us going through the final approach course from south to north. The tower and approach controller both thought that the target was a banner tow aircraft that was told to remain south of the airport. I couldn't see a banner on this aircraft.
