Narrative:
Was doing VFR traffic pattern at eqa in deteriorating WX. Ceiling had lowered from 8000 to 1200 while in the pattern. It began to rain just as we finished with a full stop landing. I called FSS by telephone and filed IFR flight plan back to home base 20 mi away, but forgot to pick up clearance while on telephone. Thought had 1200 ceiling still so planned to depart VFR and pick up clearance airborne. Took off and found new overcast at 800 ft AGL (lowered while we were on ground for 10 mins). Orbited eqa at 600 AGL and contacted ict approach for IFR clearance. I guess I was in controled airspace but next time I won't forget to get my clearance on the telephone before I hang up.

Title: PLT OF SMA FILED FLT PLAN TO PICK UP IN AIR AFTER TKOF. UPON TKOF FOUND CEILING NOW DOWN TO 800 FT.
Narrative: WAS DOING VFR TFC PATTERN AT EQA IN DETERIORATING WX. CEILING HAD LOWERED FROM 8000 TO 1200 WHILE IN THE PATTERN. IT BEGAN TO RAIN JUST AS WE FINISHED WITH A FULL STOP LNDG. I CALLED FSS BY TELEPHONE AND FILED IFR FLT PLAN BACK TO HOME BASE 20 MI AWAY, BUT FORGOT TO PICK UP CLRNC WHILE ON TELEPHONE. THOUGHT HAD 1200 CEILING STILL SO PLANNED TO DEPART VFR AND PICK UP CLRNC AIRBORNE. TOOK OFF AND FOUND NEW OVCST AT 800 FT AGL (LOWERED WHILE WE WERE ON GND FOR 10 MINS). ORBITED EQA AT 600 AGL AND CONTACTED ICT APCH FOR IFR CLRNC. I GUESS I WAS IN CTLED AIRSPACE BUT NEXT TIME I WON'T FORGET TO GET MY CLRNC ON THE TELEPHONE BEFORE I HANG UP.
