Narrative:

Assigned to bwi approach from iad approach. Encountered severe thunderstorm with heavy rain and lightning. Notified bwi approach we would turn 20-30 degrees left to get out of thunderstorm. Bwi replied to turn to a heading 110 degrees when able. A long silence which bothered me. Bwi approach then came back turn immediately to 180 degrees and descend to 6000 from 9000. We disengaged autoplt and put aircraft in 40 degree bank turn and pulled spoilers descending. Bwi approach said we were approaching a ZNY holding pattern. There was a strong crosswind from the left (55- 60 KTS) which caused us to move faster to the left than the controller realized.
