Narrative:
Shortly after a 10 second burst of interference on frequencys 132.3/135.2/327.0/307.2 (this is a recurring problem), I gave a climb clearance from FL280 to FL310, forgetting (incredibly) that this large transport X had opposite direction traffic at FL290, widebody transport Y. I had previously advised large transport X to expect a climb after passing this traffic (I did not specifically mention this traffic, though). Additionally, about 2 mins earlier, port-au-prince center had descended an light transport sebound, landing mtpp in close proximity to an medium large transport nwbound. I was distracted by the frequency noise and was trying to determine if port-au-prince had committed an error resulting in an near midair collision. I managed to forget, somehow, that large transport X and widebody transport Y would be traffic if I issued large transport X the climb he wanted. Additionally, there is a NOTAM that requests that aircraft inbound to the miami cta call 10 mins before the boundary in this area, due to the poor communications and lack of primary radar coverage. Large transport X did not comply with this NOTAM, and if he had, my thought/planning process might've been different.

Title: ARTCC CTLR CLBED AN LGT THROUGH ALT OF OPPOSITE DIRECTION TFC WITH LTSS.
Narrative: SHORTLY AFTER A 10 SECOND BURST OF INTERFERENCE ON FREQS 132.3/135.2/327.0/307.2 (THIS IS A RECURRING PROBLEM), I GAVE A CLB CLRNC FROM FL280 TO FL310, FORGETTING (INCREDIBLY) THAT THIS LGT X HAD OPPOSITE DIRECTION TFC AT FL290, WDB Y. ADDITIONALLY, ABOUT 2 MINS EARLIER, PORT-AU-PRINCE CENTER HAD DSNDED AN LTT SEBOUND, LNDG MTPP IN CLOSE PROX TO AN MLG NWBOUND. I WAS DISTRACTED BY THE FREQ NOISE AND WAS TRYING TO DETERMINE IF PORT-AU-PRINCE HAD COMMITTED AN ERROR RESULTING IN AN NMAC. I MANAGED TO FORGET, SOMEHOW, THAT LGT X AND WDB Y WOULD BE TFC IF I ISSUED LGT X THE CLB HE WANTED. ADDITIONALLY, THERE IS A NOTAM THAT REQUESTS THAT ACFT INBOUND TO THE MIAMI CTA CALL 10 MINS BEFORE THE BOUNDARY IN THIS AREA, DUE TO THE POOR COMS AND LACK OF PRIMARY RADAR COVERAGE. LGT X DID NOT COMPLY WITH THIS NOTAM, AND IF HE HAD, MY THOUGHT/PLANNING PROCESS MIGHT'VE BEEN DIFFERENT.
