Narrative:

Medium large transport X inbound from northeast to land at rdu. He was level at 6000 ft. An small transport Y with parachute jumpers was climbing to let jumpers out. He was instructed to maintain 5500 ft. He saw the medium large transport X and continued a climb without approval from ATC. As he passed within 1/2 mi of the medium large transport X and was at the same altitude, the medium large transport X pilot declared a TCASII alert and climbed from his assigned IFR altitude. This is an area that has been reported on before over rdu airport and it's just a matter of time before disaster strikes. Supplemental information from acn 195442. We were on the argl 2 arrival into raleigh durham. Approach advised us that we had traffic at 12 O'clock and he was to maintain 5500 ft. We then received a TA on our TCASII screen. I noted that the traffic was climbing and advised the captain to be prepared for an RA. Within the next 10 seconds we received a command from TCASII to climb. At that time I advised the captain that I had the traffic in sight and he appeared to be in a climbing right turn. The traffic passed off our right and we then descended from 6700 ft to 6000 ft. No injuries occurred as a result.

HE SAW THE MLG X AND CONTINUED A CLB WITHOUT APPROVAL FROM ATC. AS HE PASSED WITHIN 1/2 MI OF THE MLG X AND WAS AT THE SAME ALT, THE MLG X PLT DECLARED A TCASII ALERT AND CLBED FROM HIS ASSIGNED IFR ALT. THIS IS AN AREA THAT HAS BEEN RPTED ON BEFORE OVER RDU ARPT AND IT'S JUST A MATTER OF TIME BEFORE DISASTER STRIKES. SUPPLEMENTAL INFO FROM ACN 195442. WE WERE ON THE ARGL 2 ARR INTO RALEIGH DURHAM. NO INJURIES OCCURRED AS A RESULT.
