Narrative:
At approximately XA45Z, on an IFR clearance, having been cleared to west field VOR runway 20 approach at 2100 MSL and 1 NM outside klyde intersection, an small aircraft a appeared under the right wing of my aircraft. I informed the bradley controller, executed a 360 sharp right turn for separation, took my student off the hood, cancelled my IFR clearance and contacted the west field tower. Upon completing the turn I noted that the small aircraft a was directly ahead and at my altitude 1900 ft. I then followed the small aircraft a making a straight-in approach to runway 20 west field. When clearing the runway I noted the small aircraft a, white with red markings, number xyy. Callback conversation with reporter revealed the following information: reporter states he called approach after landing and got no satisfaction regarding situation. Informed the other pilot was VFR and had reporter aircraft in sight. If true proximity was much too close for reporter. Extremely startling with no warning. Controller stated he had a trainee at the time and did not want to take over too soon. This immediately led reporter to question just how close do we have to get? Reporter has friend in FAA who suggested he file ASRS report.

Title: SMA ON INST APCH HAS SMA APPEAR UNDER R WING. NMAC.
Narrative: AT APPROX XA45Z, ON AN IFR CLRNC, HAVING BEEN CLRED TO W FIELD VOR RWY 20 APCH AT 2100 MSL AND 1 NM OUTSIDE KLYDE INTXN, AN SMA A APPEARED UNDER THE R WING OF MY ACFT. INFORMED THE OTHER PLT WAS VFR AND HAD RPTR ACFT IN SIGHT. IF TRUE PROX WAS MUCH TOO CLOSE FOR RPTR. EXTREMELY STARTLING WITH NO WARNING. CTLR STATED HE HAD A TRAINEE AT THE TIME AND DID NOT WANT TO TAKE OVER TOO SOON. THIS IMMEDIATELY LED RPTR TO QUESTION JUST HOW CLOSE DO WE HAVE TO GET? RPTR HAS FRIEND IN FAA WHO SUGGESTED HE FILE ASRS RPT.
