Narrative:

In climbing left turn from 1500 ft heading 270 degrees to 2000 ft, 180 degrees, overflown by an small transport on heading of 270 degrees, 2200 ft. Other aircraft conducting training on IFR flight plan. Traffic not called by ATC for either aircraft. WX -- light rain, approximately 4 mi visibility. Our aircraft had just received a squawk code for an instrument approach and had not yet been tagged up. Cause -- traffic not called by ATC (both aircraft mode C equipped). Also, lack of scanning by other aircraft. They didn't see us until very close. As they passed over us from behind, we weren't in a position to see them.
