Narrative:
In climbing left turn from 1500 ft heading 270 degrees to 2000 ft, 180 degrees, overflown by an small transport on heading of 270 degrees, 2200 ft. Other aircraft conducting training on IFR flight plan. Traffic not called by ATC for either aircraft. WX -- light rain, approximately 4 mi visibility. Our aircraft had just received a squawk code for an instrument approach and had not yet been tagged up. Cause -- traffic not called by ATC (both aircraft mode C equipped). Also, lack of scanning by other aircraft. They didn't see us until very close. As they passed over us from behind, we weren't in a position to see them.

Title: AN SMA HAD AN NMAC WITH AN SMT. BOTH ACFT WERE DOING INST TRAINING IN MARGINAL WX, BUT THE RPTING ACFT WAS NOT YET UNDER ATC CTL.
Narrative: IN CLBING L TURN FROM 1500 FT HDG 270 DEGS TO 2000 FT, 180 DEGS, OVERFLOWN BY AN SMT ON HDG OF 270 DEGS, 2200 FT. OTHER ACFT CONDUCTING TRAINING ON IFR FLT PLAN. TFC NOT CALLED BY ATC FOR EITHER ACFT. WX -- LIGHT RAIN, APPROX 4 MI VISIBILITY. OUR ACFT HAD JUST RECEIVED A SQUAWK CODE FOR AN INST APCH AND HAD NOT YET BEEN TAGGED UP. CAUSE -- TFC NOT CALLED BY ATC (BOTH ACFT MODE C EQUIPPED). ALSO, LACK OF SCANNING BY OTHER ACFT. THEY DIDN'T SEE US UNTIL VERY CLOSE. AS THEY PASSED OVER US FROM BEHIND, WE WEREN'T IN A POS TO SEE THEM.
