Narrative:
While level at 10000 ft, on an IFR flight plan, approximately 25-50 NM southeast uca VOR, a TA was issued for conflicting traffic by albany approach. The traffic was pointed out to east approximately 11-11:30 descending VFR sebound for albany. We did not initially see him, but picked him up on the TCASII system. Albany repeated the TA about the same instant the TCASII gave a TA. We finally picked up the traffic visually and saw it would be very close. Almost simultaneously we got an RA for a climb and the albany controller issued a descent clearance for an evasive maneuver. Watching the situation progress we followed the RA initiating a climb. We felt the descent would have put us in jeopardy. As traffic passed a monitor descent call was issued by the TCASII. We informed the controller we were deviating as per the TCASII command. Deviation from assigned altitude was no more than 600 ft from assigned. The descending commuter never deviated from course. The aircraft in question was operating VFR and was handed off from box center but had not contacted albany approach yet. We returned to assigned altitude as expeditiously as possible once clear of conflict.

Title: TCASII WARNING TO CLB. CTLR HAS POINTED OUT TFC AND GIVES DSCNT CLRNC.
Narrative: WHILE LEVEL AT 10000 FT, ON AN IFR FLT PLAN, APPROX 25-50 NM SE UCA VOR, A TA WAS ISSUED FOR CONFLICTING TFC BY ALBANY APCH. THE TFC WAS POINTED OUT TO E APPROX 11-11:30 DSNDING VFR SEBOUND FOR ALBANY. WE DID NOT INITIALLY SEE HIM, BUT PICKED HIM UP ON THE TCASII SYS. ALBANY REPEATED THE TA ABOUT THE SAME INSTANT THE TCASII GAVE A TA. WE FINALLY PICKED UP THE TFC VISUALLY AND SAW IT WOULD BE VERY CLOSE. ALMOST SIMULTANEOUSLY WE GOT AN RA FOR A CLB AND THE ALBANY CTLR ISSUED A DSCNT CLRNC FOR AN EVASIVE MANEUVER. WATCHING THE SITUATION PROGRESS WE FOLLOWED THE RA INITIATING A CLB. WE FELT THE DSCNT WOULD HAVE PUT US IN JEOPARDY. AS TFC PASSED A MONITOR DSCNT CALL WAS ISSUED BY THE TCASII. WE INFORMED THE CTLR WE WERE DEVIATING AS PER THE TCASII COMMAND. DEV FROM ASSIGNED ALT WAS NO MORE THAN 600 FT FROM ASSIGNED. THE DSNDING COMMUTER NEVER DEVIATED FROM COURSE. THE ACFT IN QUESTION WAS OPERATING VFR AND WAS HANDED OFF FROM BOX CENTER BUT HAD NOT CONTACTED ALBANY APCH YET. WE RETURNED TO ASSIGNED ALT AS EXPEDITIOUSLY AS POSSIBLE ONCE CLR OF CONFLICT.
