Narrative:

Coming out of sna I set off 2 of the noise monitors. I was exactly on my vertical profile at 1000 ft calling for autoplt on and IAS hold when a TCASII TA came on. Our attention was diverted to the potential traffic. Unfortunately, tower gave us a frequency change at this time, diverting our attention more. I go back to instruments and the copilot changes frequencys. I am at 1.3 DME and start my turn. Departure gives us an immediate level off at 2000 ft (1000 ft below required for noise abatement). This is due to the traffic TCASII warned us about. I level off and attempt to return to my appropriate course. Before takeoff I had to add fuel for a WX alternate which made us too heavy to miss the first noise monitor. Then once I had missed my turn due to interruptions by TCASII and tower, I could have corrected to course, but there is no positive course guidance, and if this is so important, then it should be available. Also, having been instructed to level off, even if I were close, and I believe I was, I still would have set off the third monitor. I should not have been cleared for takeoff until that traffic threat was clear.

Title: ACR MLG SET OFF NOISE MONITOR ON SID FROM SNA.

Narrative: COMING OUT OF SNA I SET OFF 2 OF THE NOISE MONITORS. I WAS EXACTLY ON MY VERT PROFILE AT 1000 FT CALLING FOR AUTOPLT ON AND IAS HOLD WHEN A TCASII TA CAME ON. OUR ATTN WAS DIVERTED TO THE POTENTIAL TFC. UNFORTUNATELY, TWR GAVE US A FREQ CHANGE AT THIS TIME, DIVERTING OUR ATTN MORE. I GO BACK TO INSTS AND THE COPLT CHANGES FREQS. I AM AT 1.3 DME AND START MY TURN. DEP GIVES US AN IMMEDIATE LEVEL OFF AT 2000 FT (1000 FT BELOW REQUIRED FOR NOISE ABATEMENT). THIS IS DUE TO THE TFC TCASII WARNED US ABOUT. I LEVEL OFF AND ATTEMPT TO RETURN TO MY APPROPRIATE COURSE. BEFORE TKOF I HAD TO ADD FUEL FOR A WX ALTERNATE WHICH MADE US TOO HVY TO MISS THE FIRST NOISE MONITOR. THEN ONCE I HAD MISSED MY TURN DUE TO INTERRUPTIONS BY TCASII AND TWR, I COULD HAVE CORRECTED TO COURSE, BUT THERE IS NO POSITIVE COURSE GUIDANCE, AND IF THIS IS SO IMPORTANT, THEN IT SHOULD BE AVAILABLE. ALSO, HAVING BEEN INSTRUCTED TO LEVEL OFF, EVEN IF I WERE CLOSE, AND I BELIEVE I WAS, I STILL WOULD HAVE SET OFF THE THIRD MONITOR. I SHOULD NOT HAVE BEEN CLRED FOR TKOF UNTIL THAT TFC THREAT WAS CLR.
