Narrative:
I was flying as examinee (captain) on an FAA mandated, section 609 flight check to demonstrate proficiency in 'normal and abnormal approachs and lndgs....' a dfe was in the right seat, acting as copilot and was PIC as defined by the FAA check airman in the #1 jump seat. While taxiing back to the departure end of the runway (28L), with a taxi clearance to 'hold short of runway 32...' I was concentrating on cockpit set-up for the next (of a series) of takeoffs. I was paying particular attention to staying on centerline and maintenance of taxi speed. The FAA examiner called 'hold short' after we had crossed the hold short line. I brought the aircraft to a halt with the nose about 80-100 ft short of the near sideline of 32. The traffic cleared to land on 32 was about 4 mi out at this time. The dfe/copilot made no visual callout, nor did he take any action to stop the aircraft or to have me stop it short of the yellow lines. This is a total breakdown of cockpit resource management and bad copilot reaction to a possible runway incursion/conflict situation.

Title: ACR WDB RWY TRANSGRESSION UNAUTHORIZED RWY ENTRY ON A PROFICIENCY CHK WITH AN ACI ON THE JUMP SEAT AND A DESIGNATED FLT EXAMINER ACTING AS FO.

A DFE WAS IN THE R SEAT, ACTING AS COPLT AND WAS PIC AS DEFINED BY THE FAA CHK AIRMAN IN THE #1 JUMP SEAT. WHILE TAXIING BACK TO THE DEP END OF THE RWY (28L), WITH A TAXI CLRNC TO 'HOLD SHORT OF RWY 32...' I WAS CONCENTRATING ON COCKPIT SET-UP FOR THE NEXT (OF A SERIES) OF TKOFS. I WAS PAYING PARTICULAR ATTN TO STAYING ON CENTERLINE AND MAINT OF TAXI SPD. THE FAA EXAMINER CALLED 'HOLD SHORT' AFTER WE HAD CROSSED THE HOLD SHORT LINE. I BROUGHT THE ACFT TO A HALT WITH THE NOSE ABOUT 80-100 FT SHORT OF THE NEAR SIDELINE OF 32. THE TFC CLRED TO LAND ON 32 WAS ABOUT 4 MI OUT AT THIS TIME.
