Narrative:

I used to fly for a commuter in atl. In atl, airport rules state that 'all aircraft shall readback all runway holding instructions including aircraft identify.' this rule is a great safety device for airports with parallel runways, and it is printed on the atl airport diagram and spoken on the arrival and departure ATIS. I now fly for a commuter in dfw and although their taxi procedures are much more complex there is no requirement to readback all runway holding instructions. Why? Runway incursions are the #2 violation in the USA behind altitude busts, and with their parallel runway operation and super complex taxiway layout they should have a rule making runway holding readbacks mandatory. I do it anyway but it should be a rule.

Title: RPTR SUGGESTS ALL ARPTS OPERATING PARALLEL RWYS HAVE ARPT REQUIREMENT THAT ALL RWY HOLD INSTRUCTIONS BE READ BACK WITH FULL IDENT OF ACFT AND RWY.

Narrative: I USED TO FLY FOR A COMMUTER IN ATL. IN ATL, ARPT RULES STATE THAT 'ALL ACFT SHALL READBACK ALL RWY HOLDING INSTRUCTIONS INCLUDING ACFT IDENT.' THIS RULE IS A GREAT SAFETY DEVICE FOR ARPTS WITH PARALLEL RWYS, AND IT IS PRINTED ON THE ATL ARPT DIAGRAM AND SPOKEN ON THE ARR AND DEP ATIS. I NOW FLY FOR A COMMUTER IN DFW AND ALTHOUGH THEIR TAXI PROCS ARE MUCH MORE COMPLEX THERE IS NO REQUIREMENT TO READBACK ALL RWY HOLDING INSTRUCTIONS. WHY?
