Narrative:
As we approached gjt, I picked up the new ATIS. The WX had again deteriorated to 1/8 mi in fog. However, the ATIS also said VFR arrs should contact the tower on 118.1. This did not seem normal, but I figured I would ask the approach controller. We were handed off to gjt approach. The controller did confirm the WX. We now were about 15 mi from the airport. Both runways 4 and 22; 11 and 29 were completely in the clear. The fog bank was on the a-na part of the airport. All of the buildings and the control tower were in the fog bank. There are no buildings on the east and south of the airport. We had a XXX in sight. He cancelled his IFR and was cleared to land. We watched him touch down on runway 29. He taxied clear and disappeared into the fog bank on the ramp. We could not accept a visual approach as this is classified as an instrument approach and the reported WX was below minimums. Our operations manual prohibits SVFR and contract apches. The WX where we were was clear and 50 mi visibility IFR. We asked the controller if we could land and he said yes. We cancelled IFR. He said roger, maintain VFR and squawk 1200. This is a non-radar approach facility and the tower and approach are in the tower cabin attendant. The controller said remain on his frequency and report final. We did, and we were cleared to land. We maintained VFR and landed. The visibility lowered to about 3 mi as we touched down, we taxied clear and into the fog bank at the terminal. I do not feel nor did I deliberately try to violate any far's, however I have found as many opinions to this as I have people that I have talked to. Thank you for reviewing this. We never lost sight of the runway and continued to land since it was clear that an attempted go around from that phase of flight was more dangerous than a landing.

HE SAID ROGER, MAINTAIN VFR AND SQUAWK 1200. THIS IS A NON-RADAR APCH FACILITY AND THE TWR AND APCH ARE IN THE TWR CAB. THE CTLR SAID REMAIN ON HIS FREQ AND RPT FINAL. WE DID, AND WE WERE CLRED TO LAND. WE MAINTAINED VFR AND LANDED. THE VISIBILITY LOWERED TO ABOUT 3 MI AS WE TOUCHED DOWN, WE TAXIED CLR AND INTO THE FOG BANK AT THE TERMINAL. I DO NOT FEEL NOR DID I DELIBERATELY TRY TO VIOLATE ANY FAR'S, HOWEVER I HAVE FOUND AS MANY OPINIONS TO THIS AS I HAVE PEOPLE THAT I HAVE TALKED TO. THANK YOU FOR REVIEWING THIS. WE NEVER LOST SIGHT OF THE RWY AND CONTINUED TO LAND SINCE IT WAS CLR THAT AN ATTEMPTED GAR FROM THAT PHASE OF FLT WAS MORE DANGEROUS THAN A LNDG.
