Narrative:

I was level at 1600 ft MSL heading 360 degree had just received frequency change from cps tower saw an small aircraft B opposite direction 12:00 appeared to be descending rapidly and converging (about 700-800 ft away when first noticed). Took evasive action by diving 20 degrees of pitch. Aircraft passed above me approximately 100 ft. Other aircraft never gave indication that he saw me. Mode C operating at the time, not under ATC control. Other aircraft was likely obscured by my cabin roof and or center windshield column until spotted. Other aircraft was heading into the sun and my aircraft may have been in his glare. Also the incident took place over granite city, il, an area with extensive and contrasting ground features. It may have been hard for him to distinguish among this.

Narrative: I WAS LEVEL AT 1600 FT MSL HDG 360 DEG HAD JUST RECEIVED FREQ CHANGE FROM CPS TWR SAW AN SMA B OPPOSITE DIRECTION 12:00 APPEARED TO BE DSNDING RAPIDLY AND CONVERGING (ABOUT 700-800 FT AWAY WHEN FIRST NOTICED). TOOK EVASIVE ACTION BY DIVING 20 DEGS OF PITCH. ACFT PASSED ABOVE ME APPROX 100 FT. OTHER ACFT NEVER GAVE INDICATION THAT HE SAW ME. MODE C OPERATING AT THE TIME, NOT UNDER ATC CTL. OTHER ACFT WAS LIKELY OBSCURED BY MY CABIN ROOF AND OR CENTER WINDSHIELD COLUMN UNTIL SPOTTED. OTHER ACFT WAS HDG INTO THE SUN AND MY ACFT MAY HAVE BEEN IN HIS GLARE. ALSO THE INCIDENT TOOK PLACE OVER GRANITE CITY, IL, AN AREA WITH EXTENSIVE AND CONTRASTING GND FEATURES. IT MAY HAVE BEEN HARD FOR HIM TO DISTINGUISH AMONG THIS.
