Narrative:

Small aircraft X inbound to mlb from the north, SVFR. He called 2 mi north, and said he wanted to go to lal, which is west of mlb. Air carrier Y had been released runway 27L and was cleared for takeoff. Small aircraft X's initial call was while air carrier Y was on takeoff roll. The local controller advised small aircraft X of the jet traffic and had him turn east to avoid the traffic. Mlb tower was told that small aircraft X was inbound to land at mlb by cof approach. Air carrier Y saw small aircraft X and questioned his reason for being so close in IFR conditions.

Narrative: SMA X INBOUND TO MLB FROM THE N, SVFR. HE CALLED 2 MI N, AND SAID HE WANTED TO GO TO LAL, WHICH IS W OF MLB. ACR Y HAD BEEN RELEASED RWY 27L AND WAS CLRED FOR TKOF. SMA X'S INITIAL CALL WAS WHILE ACR Y WAS ON TKOF ROLL. THE LCL CTLR ADVISED SMA X OF THE JET TFC AND HAD HIM TURN E TO AVOID THE TFC. MLB TWR WAS TOLD THAT SMA X WAS INBOUND TO LAND AT MLB BY COF APCH. ACR Y SAW SMA X AND QUESTIONED HIS REASON FOR BEING SO CLOSE IN IFR CONDITIONS.
