Narrative:
I was the radar controller in charge of the sector while a trainee was attempting certification with a supervisor present. The trainee issued a heading toward an active restr area. I waited momentarily to see if he would correct the error. When he did, it was too late and the airspace was penetrated by 0.2 of a mi. Facility directives only require missing the airspace, not by a specified distance.

Title: UNCOORD PENETRATION OF AIRSPACE. RESTRICTED AREA SPILLIN. OPERATIONAL DEV.
Narrative: I WAS THE RADAR CTLR IN CHARGE OF THE SECTOR WHILE A TRAINEE WAS ATTEMPTING CERTIFICATION WITH A SUPVR PRESENT. THE TRAINEE ISSUED A HDG TOWARD AN ACTIVE RESTR AREA. I WAITED MOMENTARILY TO SEE IF HE WOULD CORRECT THE ERROR. WHEN HE DID, IT WAS TOO LATE AND THE AIRSPACE WAS PENETRATED BY 0.2 OF A MI. FACILITY DIRECTIVES ONLY REQUIRE MISSING THE AIRSPACE, NOT BY A SPECIFIED DISTANCE.
