Narrative:
I was being radar vectored at 3000 MSL for an ILS to runway 16 at richmond, va, airport by approach. Approach advised us that traffic to our right had us in sight, and was going to follow us visually to runway 16. Shortly after we got a TCASII TA, followed by an RA to descend at a min of 1000 FPM. The traffic was indicating 400 ft above us and closing horizontally. Following the RA instruction we descended to 2500 ft MSL which terminated the RA. I advised richmond approach what was happening, and was assigned to maintain 2500 ft MSL for the ILS approach to runway 16. Note: the TCASII tested ok on the ground.

Title: ACR MLG ALTDEV EXCURSION FROM CLRNC ALT IN RESPONSE TO TCASII RA.
