Narrative:
Pae VOR OTS. ZSE told spokane approach (geg TRACON) supervisor to issue the STAR (glasr 2) to pilots departing to seatac (seattle, wa) from spokane (wa) regardless of the paine VORTAC (pae) in service or not. The pae VOR is an integral part of glasr 2 STAR, and las no lost communication procedures for pilots from where they fly out of geg VORTAC service range until heather intersection, leaving a pilot hung out to dry for loss communication procedures. We (controllers) should not be issuing the STAR at all! Pilot brought this to my attention. I contacted ZSE controller, who relayed situation to his supervisor, who called mine, and mine told me to issue the STAR anyway. A procedural vacuum this is! I definitely feel safety is being compromised, with a 'betting-on-the-come' situation that no aircraft will experience a 'NORDO' (no radio) on the STAR routing.
