Narrative:
Flight was cleared for ILS approach with touchdown RVR at 2000. Prior to final approach fix we contacted tower and they advised touchdown RVR was now 1600. We had runway in sight (16R at smf) at mins and landed safely. However, upon review, we determined we were not legal to fly the approach.

Title: RPTR HAS DETERMINED POSTFLT HE WAS NOT LEGAL TO MAKE HIS APCH AND LNDG WITH RVR OF 1600 RPTED BY TWR WHILE HE WAS STILL OUTSIDE THE OM.
Narrative: FLT WAS CLRED FOR ILS APCH WITH TOUCHDOWN RVR AT 2000. PRIOR TO FINAL APCH FIX WE CONTACTED TWR AND THEY ADVISED TOUCHDOWN RVR WAS NOW 1600. WE HAD RWY IN SIGHT (16R AT SMF) AT MINS AND LANDED SAFELY. HOWEVER, UPON REVIEW, WE DETERMINED WE WERE NOT LEGAL TO FLY THE APCH.
