Narrative:
On approach into portland maine on the ILS ii, we were going through the landing checklist and found that the left main gear wasn't showing a down and locked indication. After doing a low pass the tower couldn't verify that the left main was locked down. We then proceeded to orham NDB and held while going through the proper checklists and emergency procedure. After all attempts failed to get a gear down light, we decided to do 1 more low pass so the tower could again get another view. On the approach for the second pass we finally got an indication that the gear was down and decided to land. We landed successfully without any problems and did not declare an emergency. After landing and parked at the gate an FAA inspector came on board and talked with me. He looked through the aircraft logbook and then questioned me abut the write ups and about our carrying passenger with the landing gear pinned down and the landing gear control circuit breaker pulled and tied off. The inspector then preflted our airplane and left to another one.
