Narrative:
Preflight, taxi, takeoff, cruise and descent were all normal. Fwa ATIS called the visibility variable 1 1/2 mi to 1/2 mi. We made an ILS approach and landing on runway 5 at fwa. The approach lights runway 5 were OTS. This raised visibility mins to 4000 ft RVR. The RVR was 3000 ft for runway 5 at fwa. We had already landed after we realized our mistake.
