Narrative:
Msp approach cleared us for visual to follow medium large transport B for 11L at msp. Approximately 8 mi out we started to configure for landing. We noticed an aircraft to the right landing on 11R. Approach advised to contact tower. Tower then cleared us to land. Passing 4000 ft TCASII advised monitor vertical speed. We leveled at 4000 ft and started to look for traffic. At that time msp tower advised us to level off. We then observed traffic off our right make what appeared to be an approach to our runway. Traffic, an medium large transport C, went below us and we were asked by tower if we could remain in visual contact. We advised that he was below us. We maintained our altitude and tower then advised we were clear and if we could make an approach. We advised that we were too high and could not. He handed us to approach and they advised to climb to 4000 ft. We then continued our approach and landed at msp. The incident occurred by the pilot having confusion on which runway he had been cleared for, or the approach controller having confusion.

Title: ACR ON VISUAL APCH HAS MLG ASSIGNED TO PARALLEL RWY CROSS BELOW TO LINE UP FOR SAME RWY. TCASII RA.
Narrative: MSP APCH CLRED US FOR VISUAL TO FOLLOW MLG B FOR 11L AT MSP. APPROX 8 MI OUT WE STARTED TO CONFIGURE FOR LNDG. WE NOTICED AN ACFT TO THE R LNDG ON 11R. APCH ADVISED TO CONTACT TWR. TWR THEN CLRED US TO LAND. PASSING 4000 FT TCASII ADVISED MONITOR VERT SPD. WE LEVELED AT 4000 FT AND STARTED TO LOOK FOR TFC. AT THAT TIME MSP TWR ADVISED US TO LEVEL OFF. WE THEN OBSERVED TFC OFF OUR R MAKE WHAT APPEARED TO BE AN APCH TO OUR RWY. TFC, AN MLG C, WENT BELOW US AND WE WERE ASKED BY TWR IF WE COULD REMAIN IN VISUAL CONTACT. WE ADVISED THAT HE WAS BELOW US. WE MAINTAINED OUR ALT AND TWR THEN ADVISED WE WERE CLR AND IF WE COULD MAKE AN APCH. WE ADVISED THAT WE WERE TOO HIGH AND COULD NOT. HE HANDED US TO APCH AND THEY ADVISED TO CLB TO 4000 FT. WE THEN CONTINUED OUR APCH AND LANDED AT MSP. THE INCIDENT OCCURRED BY THE PLT HAVING CONFUSION ON WHICH RWY HE HAD BEEN CLRED FOR, OR THE APCH CTLR HAVING CONFUSION.
