Narrative:
During takeoff phase of flight, on crossing departure end of runway 27 at ntd the engine started coughing and losing power. I immediately started a left turn and called the tower and informed them that I was landing on runway 3 (which intersects runway 27 about 1000 ft short of the departure end). The tower asked me if I was declaring an emergency and I told them 'no' as I had the runway made. When I landed on runway 3 the propeller was stopped. In the excitement I do not recall if the tower cleared me to land.

Title: AN APPARENT UNAUTHORIZED LNDG DURING AN INFLT ENG STOPPAGE AND AN EMER RETURN LAND.
Narrative: DURING TKOF PHASE OF FLT, ON XING DEP END OF RWY 27 AT NTD THE ENG STARTED COUGHING AND LOSING PWR. I IMMEDIATELY STARTED A L TURN AND CALLED THE TWR AND INFORMED THEM THAT I WAS LNDG ON RWY 3 (WHICH INTERSECTS RWY 27 ABOUT 1000 FT SHORT OF THE DEP END). THE TWR ASKED ME IF I WAS DECLARING AN EMER AND I TOLD THEM 'NO' AS I HAD THE RWY MADE. WHEN I LANDED ON RWY 3 THE PROPELLER WAS STOPPED.
