Narrative:
Captain was flying, was given altitude crossing restriction of 30 mi out of atl (northwest) at 11000 ft. He was distracted for a few mins talking to the flight attendant that came up to cockpit to ask question. I advised the captain that at this descent rate we would not meet restriction so he increased rate. Approach asked if we're going to make it. He told me yes so I told controller we would make it. We were passing 30 DME fix 13000 ft at descent rate of 4000 FPM. Approximately 5 mi past fix we were at altitude of 11000 ft. ATC gave us a late descent plus the flight attendant distraction. We were given a base turn to final for runway 26R. About 15 NM out at 5000 ft MSL we were at 250 KIAS. Controller gave us a late clearance to turn and intercept localizer for 26R. This caused us to shoot through the localizer course which they called us back and instructed us to turn and reintercept localizer. No traffic conflict was noted or observed. Captain should have slowed a little on base leg plus the controller should have cleared us for approach earlier.

Title: ACR X NON ADHERENCE TO ATC CLRNC FAILED TO MEET ALT XING RESTRICTION. FLEW THROUGH LOC ON VECTOR FOR ILS APCH. PLTDEV.
Narrative: CAPT WAS FLYING, WAS GIVEN ALT XING RESTRICTION OF 30 MI OUT OF ATL (NW) AT 11000 FT. HE WAS DISTRACTED FOR A FEW MINS TALKING TO THE FLT ATTENDANT THAT CAME UP TO COCKPIT TO ASK QUESTION. I ADVISED THE CAPT THAT AT THIS DSCNT RATE WE WOULD NOT MEET RESTRICTION SO HE INCREASED RATE. APCH ASKED IF WE'RE GOING TO MAKE IT. HE TOLD ME YES SO I TOLD CTLR WE WOULD MAKE IT.
