Narrative:
2 mins after departure air carrier X had a hydraulic failure and requested to return to san juan. The pilot dumped fuel and manually lowered his gear. He then advised he could not get his right wheels down. This was confirmed by a low pass by the san juan tower. The pilot flew northwest of the airport and dumped more fuel then landed with the right wheels retracted.

Title: ACR X ACFT EQUIP PROBLEM HYD FAILURE LANDED WITH R MAIN LNDG GEAR RETRACTED.
Narrative: 2 MINS AFTER DEP ACR X HAD A HYD FAILURE AND REQUESTED TO RETURN TO SAN JUAN. THE PLT DUMPED FUEL AND MANUALLY LOWERED HIS GEAR. HE THEN ADVISED HE COULD NOT GET HIS R WHEELS DOWN. THIS WAS CONFIRMED BY A LOW PASS BY THE SAN JUAN TWR. THE PLT FLEW NW OF THE ARPT AND DUMPED MORE FUEL THEN LANDED WITH THE R WHEELS RETRACTED.
