Narrative:
We were northeast bound on V.8 approximately 10 mi northeast of sli (seal beach VOR) at 5000. Coast approach called VFR traffic at 4500 ft at our 1 O'clock position, north bound, an small aircraft Y. We reported traffic in sight. ATC called our position to the small aircraft Y and he called us in sight. She then cleared the small aircraft Y for a VFR climb. At this point our separation was 500 ft vertical 1 mi horizontal. The pilot of the small aircraft Y made a climbing left hand turn into our flight path. I had to make a 40 degree right climbing turn to miss him. We reported the near miss and the small aircraft Y pilot stated 'I never reported traffic in sight,' but he did acknowledge our position and did report us in sight. It is this writers opinion that the airspace around small aircraft is complex and overwhelming for VFR pilots. The area is not adequate. We need an extension of the lax TCA to provide separation from VFR aircraft.

Title: NMAC.
Narrative: WE WERE NE BOUND ON V.8 APPROX 10 MI NE OF SLI (SEAL BEACH VOR) AT 5000. COAST APCH CALLED VFR TFC AT 4500 FT AT OUR 1 O'CLOCK POS, N BOUND, AN SMA Y. WE RPTED TFC IN SIGHT. ATC CALLED OUR POS TO THE SMA Y AND HE CALLED US IN SIGHT. SHE THEN CLRED THE SMA Y FOR A VFR CLB. AT THIS POINT OUR SEPARATION WAS 500 FT VERT 1 MI HORIZ. THE PLT OF THE SMA Y MADE A CLBING L HAND TURN INTO OUR FLT PATH. I HAD TO MAKE A 40 DEG R CLBING TURN TO MISS HIM. WE RPTED THE NEAR MISS AND THE SMA Y PLT STATED 'I NEVER RPTED TFC IN SIGHT,' BUT HE DID ACKNOWLEDGE OUR POS AND DID RPT US IN SIGHT. IT IS THIS WRITERS OPINION THAT THE AIRSPACE AROUND SMA IS COMPLEX AND OVERWHELMING FOR VFR PLTS. THE AREA IS NOT ADEQUATE. WE NEED AN EXTENSION OF THE LAX TCA TO PROVIDE SEPARATION FROM VFR ACFT.
