Narrative:
We were being vectored for an approach (ILS) to runway 25 at toledo express airport. Cleveland approach was giving us radar vectors on a heading to intercept ILS 25 outside of the 25 OM. We were cleared to descend to 3000 ft and to intercept the localizer for runway 25. They also turned us over to toledo tower. At about 2 mi from the 25 OM we still had flags on the localizer. Being up. Also at about this time we broke out of the overcast and I saw that we were north of the runway and airport. At this time I requested a visual approach to runway 25 which they approved. After landing I again questioned them on why we had no valid localizer signal ground. Then told us that before our arrival an aircraft had landed on runway 7 and they had not turned on the runway 25 localizer after the previous landing.

Title: NAVAID PROBLEM INSTIGATES A HDG TRACK DEVIATION FOR A CPR JET.
Narrative: WE WERE BEING VECTORED FOR AN APCH (ILS) TO RWY 25 AT TOLEDO EXPRESS ARPT. CLEVELAND APCH WAS GIVING US RADAR VECTORS ON A HDG TO INTERCEPT ILS 25 OUTSIDE OF THE 25 OM. WE WERE CLRED TO DSND TO 3000 FT AND TO INTERCEPT THE LOC FOR RWY 25. THEY ALSO TURNED US OVER TO TOLEDO TWR. AT ABOUT 2 MI FROM THE 25 OM WE STILL HAD FLAGS ON THE LOC. BEING UP. ALSO AT ABOUT THIS TIME WE BROKE OUT OF THE OVERCAST AND I SAW THAT WE WERE N OF THE RWY AND ARPT. AT THIS TIME I REQUESTED A VISUAL APCH TO RWY 25 WHICH THEY APPROVED. AFTER LNDG I AGAIN QUESTIONED THEM ON WHY WE HAD NO VALID LOC SIGNAL GND. THEN TOLD US THAT BEFORE OUR ARRIVAL AN ACFT HAD LANDED ON RWY 7 AND THEY HAD NOT TURNED ON THE RWY 25 LOC AFTER THE PREVIOUS LNDG.
