Narrative:

On a scheduled flight from rdu to fay, we had no passenger so I requested the full VOR runway 28 approach. The controller cleared us to maintain 3000 ft MSL until established procedure turn inbound. I thought he said established outbound and descended to 1700 ft after passing the VOR as published. My first officer asked me if the 3000 ft restriction was inbound or outbound and I replied 'inbound.' instead of asserting herself she deferred to my faulty judgement and kept quiet. Approach called us shortly thereafter and corrected our altitude. I spoke with the approach supervisor and he said there was no problem as far as them taking any action against us.
